The phrase “aspirational working classes” aparently first used by Margaret Thatcher in the 1980s was used in this meeting. This I would contest is perhaps the group central to my research. Further note to self: research “aspirational working classes” with links to Conservative policy making.

There are many reports into the current state of Higher Education in the UK. Of those still quoted today as well as being a precursor to recommendation and status reports that would follow, was The National Committe of Inquiry into Higher Education chaired by Sir Ron Dearing and published in 1997. The report made recommendations on “how the purposes, shape, structure, size and funding of higher education, including support for students, should develop to meet the needs of the United Kingdom over the ensuing 20 years.” [The full report can be found here]
